Jeff Keffer
Chief Executive Officer
Jeff has more than 32 years of experience in the power generation industry with specific emphasis in the development, management and financing of various solid fuel and alternative power projects. He managed the successful restructuring of the Companies while in bankruptcy and negotiated the successful settlement with its contractors. He continues to oversee the strategic management and business operations of Longview Power and Mepco. Prior to joining Longview, he was a partner for more than 10 years at Brown Rudnick LLP in Boston, Massachusetts. Jeff graduated from Middlebury College with a Bachelor of Arts degree and earned a Juris Doctor from Boston College Law School.

Mark Joensen
Chief Financial Officer
Mark has more than 15 years of financial management experience in the power generation industry with specific emphasis in strategic planning, market modeling and analysis and reporting. He oversees all financial activity at Longview Power. Prior to joining Longview, he held positions at Allegheny Power, most recently as the divisional chief financial officer for the company’s regulated operations segment, and Consad Research Corporation, as vice president of the Pittsburgh, Pennsylvania-based public policy research and consulting firm. Mark graduated from Iowa State University with a Bachelor of Science in Electrical Engineering and earned a PhD in Theoretical High Energy Physics from Carnegie Mellon University.

Stephen Nelson
Chief Operating Officer
Steve joined Longview in January 2014 to manage the plant rehabilitation work and has over 36 years of industry experience encompassing the key aspects of power plant operations and maintenance. His extensive experience in generation asset strategy development and implementation, financial due diligence, program management, maintenance engineering and organizational/technical troubleshooting has been applied to most generation technologies including hydro, nuclear, solar, biomass, coal, oil and pas power generation. Prior to Longview, Steve worked for Sacramento Utility District, Babcock & Wilcox, Pacific Gas & Electric, PPll- Montana, Aptech Engineering Services and Black & Veatch. Throughout Steve’s career, he has worked with regulated utilities, merchant power companies, municipals and financing entities throughout North America, Asia, Europe and Africa. Steve has a B.S. in Mechanical Engineering degree from California State University, Sacramento, and a MBA from Saint Mary’s College.
Mepco

Brian Osborn, P.E., P.S.
Senior Vice President of Operations
Brian has over 30 years’ experience in the coal industry and has been with Mepco for over 18 years. He began his tenure with Mepco as Chief Engineer, became Vice President of Engineering and Support Operations and assumed his current role as Senior Vice President of Operations in March 2014. Prior to his roles at Mepco, he was an engineer for several Northern Appalachian coal companies. He has a Bachelor of Science degree in Mining Engineering from West Virginia University. He is a registered Professional Engineer in West Virginia and Pennsylvania and a Professional Land Surveyor in West Virginia.

Richard Usery, P.E.
Vice President – Coal Sales and Surface Operations
Richard has over 30 years’ experience in the coal industry and has been with Mepco for approximately ten years. Prior to his role as Vice President of Coal Sales and Surface Operations at Mepco, he was the Technical Assistant to the President for three years. Prior to Mepco for 29 years held coal mine operations and engineering jobs for 29 years at coal companies in New Mexico, Oklahoma, West Virginia and Colombia, South America. He earned a Bachelor of Science in Mining Engineering from The Colorado School of Mines and a M.B.A. from Marshall University. He is a Professional Engineer in West Virginia, Oklahoma, Colorado and New Mexico.
